Enhanced Therapeutic Observations and Care (ETOC) lunch and learn series: developing a local policy

NHS England’s Nursing Directorate will host its fifth lunch and learn session, on Wednesday 15 October 2025, from 12:15pm to 1:00pm. This session will spotlight the newly launched ETOC Policy Guide, offering insights into its development and practical application.

During the session, our speakers will discuss their journey in improving, developing and embedding robust and well understood policies to improve the quality and safety of care for their patients.

The session is designed to help you understand local approaches to policy-making and understand why good governance matters.

The event concludes with an open session where you can share your own insights, experiences, and questions with our expert panel.

About the Enhanced Therapeutic Observation and Care (ETOC) programme

Demand for Enhanced Therapeutic Observation and Care (ETOC), often referred to as enhanced care, 1:1’s or specialling, has increased due to our aging population and complexity of patient presentation. Nursing leaders report the need to identify innovative workforce models to ensure that patient safety and experience can be maintained in the most appropriate way.

NHS England's Nursing Directorate's Workforce Team, in collaboration with Safer Staffing colleagues, have launched a programme of work which aims to support systems to develop and improve their approach to how enhanced therapeutic observations and care is assessed and provided, with patient safety and experience at the centre.
